Baggage

Baggage refers to passenger's articles, effects and other personal property necessary or appropriate for wear, use, comfort or convenience in connection with their trip. Unless otherwise specified, this includes both checked and unchecked baggage.

Unchecked baggage

Unchecked baggage must be of an appropriate size to fit in the enclosed overhead bin or beneath the seat. Each First Class passenger may carry-on two pieces and each Business or Economy Class passenger is limited to one piece only. Unchecked baggage is limited to 5kg in total weight and 20cm ¡Á 40cm ¡Á 55cm in dimension for each piece. The unchecked items in excess of the above mentioned piece, weight or dimension shall be check-in as checked baggage according to the regulations. Passengers may carry on up to two bottles of soft drinks or bottled water - not to exceed 1,000 ml

Free baggage allowance

Passengers are entitled to a free baggage allowance: 40 ©K for first class, 30 ©K for business class, 20 ©K for economy class. In addition to the free baggage allowance, these articles will be carried free: a lady's handbag, an overcoat, wrap or blanket, an umbrella or walking stick, a reasonable amount of reading matter for the flight, a small camera, a pair of binoculars, infant food and an infant carrying basket, a fully collapsible invalid's wheelchair and or a pair of crutches and/or braces or other prosthetic device for the passenger's use provided that the passenger is dependent upon them.

Articles cannot be shipped in the checked baggage

Passengers are not allowed to pack in their checked baggage or carry-on items/articles inflammable, explosive, corrosive, poisonous, radioactive goods, magnetized materials and other kinds of dangerous articles. Passengers are not allowed to carry on board with them arms, knives under control, sharp and lethal weapons.

Articles cannot be packed in the checked baggage

Passengers are not allowed to pack in their checked baggage important documents, classified materials, diplomatic mail bags, negotiable securities, currencies, money orders, valuables, vulnerable and perishable goods, and other articles which are needed in the special custody of somebody. When any of the aforementioned articles packed in the checked baggage is lost or damaged, compensation will be made by the air carrier as that packed in general checked baggage.

Baggage packing

The checked baggage must be packed perfectly, well locked, tied up solidly and able to withstand pressure to a reasonable extent. Air carriers may refuse to accept carriage of the baggage which does not conform with the packing requirements and the conditions of carriage.

Baggage compensation

The air carrier will be liable to compensate for the loss or damage of the checked baggage. On domestic flights, the compensation limit shall not exceed RMB50 yuan ($6.04 USD) per kg according to actual weight recorded at the check-in. The total compensation(s) will be equal to the actual loss to the passenger if the loss is less than the compensation limit.
Declare the baggage value

A passenger may declare the value of his/her checked baggage if it exceeds RMB 50 yuan per kg. The air carrier will collect a surcharge for the declared value. Declared value can not exceed actual value of the baggage. The maximum limit of the baggage declared value for each passenger is RMB 8,000 yuan. When such baggage is lost or damaged, compensation will be made by the air carrier according to the declared value.

Goods forbidden in passenger baggage

For safety reasons, the following articles or materials may not be carried in passenger baggage:

Brief-cases and attach¨¦ cases with installed alarm devices;

Compressed gases (flammable, on-flammable and poisonous) such as camping gas;

Infectious substances;

Explosives, munitions, fireworks and flares (except small arms ammunition for sporting purposes, with the consent of the carrier);

Corrosive materials (such as acids, alkalis mercury and wet cell batteries); flammable liquids and solids (such as bleaching powder and peroxides);

Poisons;

Radioactive materials;

Other restricted articles (such as noxious materials, magnetized material, offensive or irritating materials), as listed in the IATA Dangerous Goods Regulations.

The above regulations do not apply to medicines and medical appliances, toiletries, smoking utensils (gasoline cigarette lighters are forbidden), alcoholic drinks, provided these are carried in small quantities for personal use.

Simple steps to consign the cargo

1. The shipper should properly pack the consigned cargo and take his/her valid identity certificate. When consigning the goods, the shipper is responsible for obtaining all the valid necessary documents, permits or certificates as required by the relevant Government departments. If the shipper is not an individual person, they should show a letter of authority from their employer or agent.

2. The shipper should carefully complete the ¡®shippers' letter of instruction'

3. Weigh the cargo on a scale to establish its weight

4. At the receiving counter, hand in the letter of instruction together with the necessary documentation.

5. After paying the airfreight charges, please keep the shipper's copy of the air waybill in a safe place.

6. Prior to consigning international cargo, the shipper should comply with the inspection formalities required by customs, commercial administration authority, quarantine, and animal and plant inspection authorities.

Steps to collect the consigned cargo

1. The consignee should collect the cargo or cargo arrival notification and must produce his/her own identity card or other valid identity certificate (if the consignee is not an individual person, they should also show a letter of authority from their employer or agent).

2. When one individual has been requested, on behalf of the consignee to collect the cargo, this individual should show both his/her identity card and that of the consignee whose name written on the air waybill.

3. The consignee should observe the collect formalities at the collection area appointed by the Airlines and pay all the due charges.

4. The consignee should sign on the air waybill and cargos collect record prior to cargo collection.

5. When the consignee collects the cargo, he/she should carefully count and check the consignment. If there is any occurrence of loss, contamination, damage or late arrival of the cargo, please submit his/her discrepancy advice to the relevant cargo department of the Airlines.

6. If the consignee has collected the cargo and signed on the air waybill and has not submitted any discrepancy advice, the cargo has been already considered to be delivered intact condition and be in compliance with the contract stipulations.

Notes of handing in cargo for domestic or international destinations.

The volume of consigned cargo should not be less than 5x10x 20 cm and not be more than 40x60x 100cm . The maximum weight of any one piece should not exceed 80 kilograms. The approval of the Airlines must be obtained to consign any cargo, which exceeds of the above-mentioned limitations, and the oversize or overweight charge shall be paid in accordance with the relevant rules.

The package of cargo shall comply with the relevant requirements of civil aviation air cargo transportation.

For the safety of your cargo in transportation, you are advised to take out cargo transportation insurance.

Steps for the shipper on the livestock transportation

1. The livestock transportation must comply with Chinese national regulations. The shipper should show the quarantine injection certificate and ¡°animal quarantine certificate¡± provided by the animal and plant quarantine agency at or above local county level. In addition, the permission certificate of transportation provided by the relevant authority shall be shown for those animals protected by Chinese national law; the evidence letter provided by the markets management authority shall be shown for those animals being controlled in the markets.

2. The shipper shall reserve space on a flight and date, before delivery of the cargo to the airport

3. The shipper shall fill in ¡°Evidence Letter for Consigning the Livestock Transportation¡±

4. The shipper should assign some person to escort those livestock requiring special care and feeding, especially if a large quantity.

5. The package of the livestock should be adaptable to loading and to animal characteristics as well as for air transportation. The package must be able to prevent the animal from putting any of its limbs or head through the sides, roof or floor. The package must be designed so that the animal/s cannot escape, and must be able to protect the animal/s from adverse external conditions and to allow adequate ventilation. The bottom of such package should be furnished with some material, which will prevent any urine to enter onto the cargo compartment.

6. The external package should be marked with cautionary labels for animal care and transportation.

7. The shipper and consignee shall respectively consign and collect the livestock at the respective airport and shall be respectively responsible for the governance of livestock before their departure and after their arrival.

8. For the special requirements of livestock transportation, the shipper shall clearly endorse the shipper's letter of instruction the airline, or shall provide with on-site instructions.

Procedures to claim against the airline for damaged, lost or delayed cargoes

1. The shipper or consignee shown in the air waybill should submit their claim to the Airlines in a written letter, in the following time limitations.

2. When apparent damage or partial loss has been found out upon collection of the goods, submission should be done within 14 days after the receipt of the goods.

3. If the consignor or consignee has a complaint about delay in shipment, he/she must submit a written letter with 21 days of acceptance of the cargo by the airline.

4. When the consignee fails to collect the goods, the airline will, within 120 days of acceptance of the cargo, advise the consignor of non-collection.

Precautionary notes on precious goods

The precious goods shall be packed in solid and secure containers, and be strapped with metallic package band. All strapping shall be sealed at their junction points.

The shipper shall reserve space and request a flight number and date before the consignment of precious goods.

Meaning of ¡°a valid identity certificate¡±

A valid identity certificate means those certificates which must be shown for the evidence of individual identity as the government authority has stipulated, such as ID card, passport, military officer certificate, soldier certificate, residence registration certificate, etc.

The time limitation of free-of-charge retention for arrival cargo

Normal or dangerous goods shall be stored on free-of-charge basis for 3 days from the following day after the date of issuing cargo arrival notification; the precious goods shall be held on free-of-charge basis only for the arrival day; livestock, perishable goods, and the other goods which requires for storage in freezing condition shall be held for 6 hours after their arrival. The airlines shall be paid the respective storage fees, for any cargo, which has remained in their custody over the normal ¡®free time' periods.

The definition of precious goods

Precious goods refer to rare precious metal and relevant products (such as gold, platinum, iridium, rhodium, palladium); various kinds of precious stones, jade, diamond, pearl and relevant products; precious antiques or relics (including rare books, pictures and antiques, etc); cash, securities and any article valued at more than 2000 RMB per kilogram in gross weight.

The minimum rate for each air waybill

The minimum rate for each air waybill is RMB30.
